Fang Yao can be pretty challenging to find due to her being locked behind a closed door. However, once you find her, you open up the opportunity to learn her backstory and expand the lore of one of the game's bosses.

How to Start Fang Yao's Quest
Players can first find Fang Yao in Cloudspire City after lowering the bridge. She is found behind a closed door near the staircase that leads to the Cloudspire City shrine. The door is guarded by a troll-like enemy that shoots Despair skulls toward the player, so make sure to defeat this enemy first.
To speak to Fang Yao, approach the door and select the speak option. She is obviously very afraid to come out and will ask you to find evidence of a loved one she hasn't seen in a while. The item you need to find for Fang Yao is the Shu Silk Scarf.
How to Get the Shu Silk Scarf
To get the Shu Silk Scarf in Wuchang: Fallen Feathers, players must first reach Hillswatch. Players reach this after defeating Commander Honglan, getting the Revenant Temple key, and progressing through the tunnels.
Once you reach the Hillswatch shrine, go to the top of the hill, and continue past the houses. As you continue, you'll find a path on the left-hand side that leads to a small tombstone that has a blue glowing light.
When interacting with the stone, it reads "The Tomb of the Apothecary; it seems you can investigate the loose mound of dirt". This is simply telling you to use the Examine gesture. After using the gesture, you'll be rewarded with the Shu Silk Scarf.
Next, return to Fang Yao at the same location you met her, the door in Cloudspire City, and hand over the Shu Silk Scarf to progress her quest.
Meet Fang Yao at Shaft Entrance
When you arrive at Shaft Entrance, a location you'll reach after beating Mistress of the Night, you can find Fang Yao sitting right next to the Shaft Entrance shrine. Speak to her to get some new information and continue her quest.
Fang Yao will mention her sister and a little song that they used to sing together. To continue Fang Yao's quest, we must defeat the next main boss of the game, the Perfect Bride, who turns out to be Fang Yao's sister.
To find the Perfect Bridge boss, all you need to do is progress through Shaft Entrance and reach the Bride's Boudoir area. Perfect Bride is the main boss of Bride's Boudoir in Cloudspire.
Eventually, you'll reach an elevator next to a bridge, and by walking across the bridge, you'll fall down into a pit that puts you up against the Perfect Bride.
Defeat the Perfect Bride

After defeating the Perfect Bride boss in Wuchang: Fallen Feathers, enter the dream at the shrine in the boss arena to reset the area. After entering the dream, you can find Fang Yao sitting on the ground near the Wedding Hall Shrine. Go up to her and exhaust her dialogue.
Fang Yao Quest Rewards
Once you exhaust Fang Yao's dialogue near the Wedding Hall shrine, she will hand over two items: Fang Yao's Hairband and Fang Yao's Light Gown. These two items are unique armor pieces that offer the following stats:

As you can see, both armor pieces are pretty terrible when it comes to mitigation against standard attacks. However, they're superb when it comes to mitigation against elements and resistance against various status effects.
