In Kitakami, you're going to have to finish a short quest and then hope RNG is in your favor to get your favorite. But once you can get into Blueberry Academy, you'll have to begin a long grind for BP to finish off the trio.

How To Get A Sinnoh Starter Egg In The Teal Mask

The start point of this quest is just between Mossui Town and Reveler's Road. You're looking for a specific individual who you may have assumed would not be part of your adventure. At the very start of the DLC, when you were still in Paldea, you witnessed Mr. Jacq saying he wouldn't be able to join you on your trip. Somehow, he found the time after all, and you'll find him in the grass not too far from the road.

Just speak with him, and he'll offer to share a picnic with you. There are no options for yes or no; the cutscene and picnic will just play. Just like the picnic itself, you don't need to say yes to receive the Egg. After speaking for a while, Jacq will call attention to the basket on his table, and you will find out he's been carrying a Pokemon Egg this entire time. The truth is this is why Jacq came in the first place; he picked you out of all the other random students to care for this Egg that was abandoned by a fellow student. While Jacq also brought a Gulpin with him, Gulpin has nothing to do with the Egg. As stated previously, this Egg is guaranteed to be a Sinnoh starter. The starter hatched will be random other than it will be either Turtwig, Chimchar, or Piplup.

It's a known secret among Pokemon fans that Eggs hatch faster if you have a Pokemon with Flame Body in your party. That said, this is not necessary to hatch the egg. The only thing you need to do is run around with the Egg in your party. With a 3D plain and a Koraidon/Miraidon to ride on, this should take little to no time.

Where To Find Wild Sinnoh Starters In The Indigo Disk

Blueberry Academy from The Indigo Disk features wild starters from every previous generation, including Sinnoh. The starters are in the Blueberry Pokedex and needed for completion, but only the Blueberry Pokedex. They were not counted in the Kitakami or Paldea Pokedex

To unlock them, use the computer in the League Club Room to donate 3000 BP to the needed Biomes upgrade.

You will only need Polar and Canyon.

Turtwig Location

Turtwig is found in the Canyon Biome, typically near the fast travel location, wandering around in the grass.

Chimchar Location

Chimchar will be found in the lower half of the Polar Biome. Search the snowy mountain tops further away from the water; they show up in surprisingly large numbers once unlocked.

Piplup Location

And finally, Piplup will be found in most areas of the Polar Biome. They don't tend to share the mountain areas where you'll find Chimchar, but they will be found in the ice, snow, and even swimming in the water. Oshawatt are also found in the Polar Biome's waters and can look similar from a distance, so be sure to focus with ZL if you cannot tell which starter you have found.

One last reminder is that Pokemon Home with connectivity to Legends: Arceus or Brilliant Diamond and Shining Pearl will also work to get every starter, but for players without Home, you will have no issue catching every Sinnoh starter thanks to Blueberry Academy's Terarium.
